From what I have found so far mutations in the 5' flanking region can be given as e.g. "5' flanking region -78 G->C." Mutations in the 3' flanking region can similarly be given as e.g. "3' flanking region +1540 T->C."
So the 5' Flanking region should not be called "Promoter"? Maybe that's because it's hard to define where the promoter begins.
I will incorporate this into the mutations list today.
